The HC and HCT requested the P2P team to undertake a support mission to Ethiopia to reflect on the collective humanitarian response including by integrating structured input from a variety of stakeholders, including government, NGOs, and donors, and identify support areas for the HCT to strengthen the humanitarian operation and coordination. Building on the results of the October 2021 Operational Peer Review and associated Action Plan, the P2P mission will inform ongoing support, future programmatic direction, and focus.
The specific objectives of this P2P mission were to:
- Ensure that the HCT’s systems and processes are fit for purpose to meet the current and anticipated humanitarian challenges in Ethiopia.
- Support the full integration of work to address issues of aid diversion and the necessary corrective measures into the work of the HCT.
The P2P mission team was composed of senior humanitarians from UNICEF, Care International, UNWOMEN and a NNGO from Kenya, the team leader was a former DSRSG RC/HC, and the mission was supported by two staff of the P2P secretariat. The mission team followed a participative methodology based on consultations and self-diagnosis of the issues and engaged with humanitarian actors through workshops, group meetings and bilateral meetings to help identify key issues and priorities. The team held 11 participatory workshops in Addis Ababa, Mekelle, Weldiya, Hawassa, Dessie and Nekemte whereby participants, as a group, identified the main constraints and challenges to the humanitarian response, reflected on them, and put forward recommended actions to overcome them.
